6 years of standardization, more than 300 standards to achieve industrial quality improvement of LED lighting

In order to promote the healthy and orderly development of strategic emerging industries in our province, and accelerate the construction of the strategic emerging industry standard system of our province, since 2011, the Provincial Quality Supervision Bureau, the Provincial Development and Reform Commission, the Provincial Economic and Information Technology Commission, and the Provincial Science and Technology Department have followed The goal of “establishing Guangdong's advanced standard system, enhancing industrial competitiveness and independent innovation capability” is the first in the country to release the three strategic emerging industry standard system planning and roadmap for high-end new electronic information, electric vehicles and LED lighting (hereinafter referred to as “ Roadmap"), through the construction of standard systems to achieve industrial quality.

On May 18, the reporter learned from a press conference jointly organized by the Provincial Quality Supervision Bureau, the Provincial Development and Reform Commission, the Provincial Economic and Information Committee, and the Provincial Science and Technology Department. As of now, the province has approved the issuance of three strategic emerging industries that are urgently needed to be established. There are 188 local standards, including 48 high-end new electronic information, 74 electric vehicles, and 66 LED lighting. 124 federal standards have been issued, including 20 high-end new electronic information, 69 electric vehicles, and 35 LED lighting. The lack of domain standards is a problem, and the core patent technology is transformed into standards in a timely manner.

The three major industry standard roadmaps aim at the current situation of the industry's urgently needed standard revision and revision, carry out strategic planning, focus on upgrading the standard level, and raise a number of local standards to national standards and international standards. Up to now, the high-end new electronic information industry in our province has established a standard system guide and standard information database covering 13 sub-areas such as Internet of Things and cloud computing. 109 local standards and 25 alliance standards have been established, and 7 national standards have been proposed. Local standards have risen to international standards. At the same time, our province has also established more than 120 industry standard technology alliances.

In the LED lighting industry roadmap, the province has fully utilized the role of “Guangdong Province LED Lighting Standard Technology Alliance” with 134 members, and established “Guangdong Province LED Lighting Industry Standardization Public Platform”, releasing 66 local standards and taking the lead in the country. The introduction and formation of LED product standardization certification system forced the whole industry enterprises to improve production and quality control. Since 2013, many provinces in the province have been using LED benchmarking system as a standard for entering the bidding LED lighting products, which promotes the benchmarking of enterprises and strives to be the benchmark. The rate of unqualified discovery of LED street lights and light source controllers dropped from 56% in 2010 to 21.2% in 2015.

In view of the rapid development of LED technology, the product technology route has not been unified, and the standardization and quality evaluation methods lag behind the technical development and market application. The province has creatively researched and implemented the “LED lighting product evaluation benchmark system” to dynamically evaluate product quality. Breaking through the technical barriers of LED lighting product evaluation, it provides a scientific product access method for the comprehensive promotion of LED lighting products.

The far-reaching impact of quality improvement is directly reflected in the rapid growth of export volume. The export value of LED products in our province has increased from 68.804 billion yuan in 2013 to 125 billion yuan, accounting for 42% of the country's total exports.

Pushing forward the construction of energy-saving standard system and exploring the realization of "three synchronizations" to fill the industry blank standard

Focus on the use of standardized means to help enterprises timely transform independent innovation achievements into technical standards, and achieve "three synchronizations" between scientific research achievements and standardization, that is, the synchronization of scientific research and standard research, the synchronization of scientific and technological achievements and standard setting, and the synchronization of scientific research industrialization with standard implementation. It is an important part of the standard roadmap.

A number of enterprises in our province have developed key technologies for the production of multi-layer high-density high-frequency printed circuit boards and the core technology of speciality testing, and applied for patents. At the same time, they developed the general technical requirements and test methods for multi-layer high-density high-frequency printed circuit boards. (DB44/T 1681—2015) and other relevant local standards, transforming scientific and technological achievements into standards, successfully achieving “three synchronizations” and stimulating the development of the industry towards the high-end.

In the field of electric vehicles, our province has become the first region in China to apply three-phase AC fast charging solutions. Guangdong Electric Vehicle Standardization Technical Committee has taken advantage of “official, production, learning and research” to closely connect electric vehicle complete parts, parts and components, charging facilities manufacturers, scientific research institutions and testing and certification institutions, and to open up the upstream and downstream of the industrial chain. The new technology and new patents will be transformed into standards in time to be fully promoted and applied, and the transformation of patented technology results of three-phase AC charging of electric vehicles will be realized.

Promoting industrial green manufacturing through standardization construction is an important goal of the standard roadmap. The “green” development concept is one of the characteristics of the high-end new electronic information industry. At present, in the 13 sub-projects of the high-end new electronic information industry roadmap, the province has planned local standards for energy conservation. For example, in the field of cloud computing, the development of cloud computing standards not only makes cloud service information security, service quality and credibility. It can provide standard support, and provide technical support for cloud service enterprises to transform or build low-energy, green and environmentally-friendly cloud computing data centers.
